Louis studied a dual degree in Political Science and Public Administration at the Autonomous University of Madrid and Sciences Po Bordeaux. In Bordeaux, after obtaining a master’s degree in European Affairs, he worked as a collaborator in the Direction of International Relations of Bordeaux Métropole, in the development of relations with twinned European cities and the dimension of European promotion in the territory. He then completed an internship at the UN-Habitat Office in Spain, assisting the Spanish partners of the Office in the promotion of the New Urban Agenda and the localisation of the 2030 Agenda. He has dual Spanish-French nationality and he is bilingual. He also speaks English fluently.
