He specializes in managing complex governmental responsibilities and interinstitutional negotiations, with a strategic vision and a track record of proven leadership. Manuel holds a Bachelor’s in Law from ESADE Business and Law School, a Master’s in International Relations from Pompeu Fabra University, and an LL.M. in Law in a European and Global Context from Católica Global School of Law.
