
Manuel Serrano has ten years of experience in key institutions both in Portugal and internationally, including the Ministry of Foreign Affairs (G20 Presidency), the Portuguese Government (12th and 13th Governments), the Portuguese Presidency of the Council of the EU, the United Nations, and the European Parliament. He specializes in managing complex governmental responsibilities and interinstitutional negotiations, with a strategic vision and a track record of proven leadership. Manuel holds a Bachelor’s in Law from ESADE Business and Law School, a Master’s in International Relations from Pompeu Fabra University, and an LL.M. in Law in a European and Global Context from Católica Global School of Law.
